Punjab Lalit Kala Akademi, the State Academy of Art, is an autonomous cultural organisation set up and funded by the Government of Punjab. The Akademi has the responsibility to establish, promote, preserve and disseminate visual and plastic arts in and outside the state. It encourages and promotes study and research in the fields of painting, sculpture, graphics/print making, ceramics, photography, architecture, applied art, drawing, mixed-media, installation, performance art, video installations, literature on art and other related disciplines. It is also mandated to encourage and foster the study, revival and development of folk and traditional arts and crafts techniques by way of encouraging surviving indigenous craftsmen. The Akademi provides a platform for dialogue between artists, art critics, art historians, curators, thinkers and the audience/viewers. It is also responsible for publishing literature on art in the form of catalogues, books, monographs, journals etc.
The Akademi is an independent organisation and has substantial freedom in making decisions related to state, national and international events such as exhibitions, workshops, seminars and other related activities. It also takes independent decisions by way of forming committees and juries to give recognition to artists, art historians, art critics and curators as awards, honours, fellowships, scholarships and in providing financial assistance to artists and art organisations through grants.
It helps foster original thinking and research among young artists by providing scholarships to upcoming young artists under 30 years of age. It encourages students of art by organising competitions/exhibitions for students and awarding the deserving entries. It promotes emerging artists by inviting them for workshops mentored by established artists.
The Akademi promotes and recognises artists between 30 and 50 years of age by providing them Fellowships to help in the research of their respective disciplines.
The Akademi organizes Annual Art Exhibitions with competition for professional artists and gives awards to selected entries. It also invites senior and established artists of the region to display their art works in the Annual art Exhibition as invited artists to make it truly representative of the art created in the region in the recent past.
The Akademi produces video films of artists’ audio visual presentations, art workshops, interviews with artists along with documenting the traditional, folk and dying art forms for its archives and for uploading on the Akademi Website, Facebook page and on Youtube.
The Akademi produces souvenirs/memorabilia with the images of artworks by renowned artists for taking art into peoples’ homes. The Akademi publishes literature on art in the form of catalogues, monographs and books.
The Akademi hopes to encourage a deeper understanding, appreciation and engagement with modern and contemporary art by all the stakeholders be it artists, art lovers, art students or other people from diverse cultural, social, economic and geographical backgrounds.
The Akademi aims to reach out to village, tehsil and district level viewers/audiences by way of providing literature on art, organising art appreciation workshops, audio visual presentations, exhibitions, film screenings, curated Art Walks to museums and galleries and by social and digital media. It hopes to bring awareness and shape the cultural understanding of the people of the region and the aspirations of the future generations of the state by engaging with persons from all walks of life – young and old, haves and have-nots, women and men, able bodied and physically challenged, rural and urban, illiterate and literate. It aspires to sensitize all the stake holders towards the importance of art and the crucial role it plays in the lives of a civilized citizenry.
The Akademi plans to engage with the Punjabi Diaspora and establish much deeper and participatory relationships with the people of Punjabi origin throughout the world.
The mission of the Punjab Lalit Kala Akademi is to have a constant engagement with the society that creates and consumes art and to keep shifting its goal posts with the changing times and changing aspirations of a globalised society.
Punjab Lalit Kala Akademi, the State Academy of Art, was set up by the Government of Punjab (as a subsidiary body of Punjab Arts Council, which is registered under the Registration of Societies Act XXI of 1860 on 18 January 1978). In pursuance of the objectives set out in the constitution, the organisation functions through its General Council, Executive Committee and other Committees.
The foundation of Punjab Lalit Kala Akademi is the vision of Dr. M S Randhawa as is the creation of Lalit Kala Akademi (National Academy of Art, Delhi) the vision of Pt. Jawahar Lal Nehru, the first Prime Minister of the Country.
The Punjab Lalit Kala Akademi makes efforts to care about the local within the universal outlook.

ਪੰਜਾਬ ਲਲਿਤ ਕਲਾ ਅਕਾਦਮੀ, ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਸਥਾਪਿਤ ਕੀਤੀ ਗਈ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਸੂਬਾ ਪੱਧਰੀ ਕਲਾ ਅਕਾਦਮੀ ਹੈ, ਅਤੇ ਇਹ ਸਰਕਾਰ ਤੋਂ ਆਰਥਿਕ ਵਸੀਲੇ ਪ੍ਰਾਪਤ ਕਰਨ ਵਾਲੀ ਖੁਦਮੁਖ਼ਤਿਆਰ ਸਭਿਆਚਾਰਕ ਸੰਸਥਾ ਹੈ। ਅਕਾਦਮੀ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਸੂਬੇ ਅਤੇ ਸੂਬੇ ਤੋਂ ਬਾਹਰ ਦ੍ਰਿਸ਼ਟੀਗਤ ਕਲਾਵਾਂ ਦੀ ਸਥਾਪਨਾ, ਪ੍ਰਚਾਰ, ਸਾਂਭ-ਸੰਭਾਲ, ਦਸਤਾਵੇਜ਼ੀਕਰਨ ਕਰਨਾ ਅਤੇ ਦਰਸ਼ਨੀ ਕਲਾਵਾਂ ਅਤੇ ਕਲਾਕ੍ਰਿਤਾਂ ਦੇ ਨਮੂਨੇ ਸਰਵ ਸਾਂਝੇ ਕਰਨਾ ਹੈ। ਇਹ ਚਿੱਤਰਕਾਰੀ, ਸ਼ਿਲਪਕਾਰੀ, ਛਾਪਾ ਚਿੱਤਰਕਾਰੀ (ਗ਼ਾਫ਼ਿਕਸ/ਪ੍ਰਿੰਟ ਮੇਕਿੰਗ), ਵਿਸ਼ੇਸ਼ ਤਰੀਕੇ ਨਾਲ ਮਿੱਟੀ ਦੇ ਭਾਂਡੇ ਬਣਾਉਣ ਅਤੇ ਭੱਠੀ ਵਿਚ ਪਕਾਉਣ ਦੀ ਖਾਸ ਵਿਧਾ (ਸੇਰਾਮਿਕਸ), ਫੋਟੋਗਰਾਫ਼ੀ, ਭਵਨ ਨਿਰਮਾਣ ਕਲਾ, ਕਾਰੋਬਾਰੀ ਜਰੂਰਤਾਂ ਲਈ ਇਸਤੇਮਾਲ ਹੋਣ ਵਾਲੀ ਕਲਾ (ਅਪਲਾਈਡ ਆਰਟ), ਰੇਖਾ ਚਿਤ੍ਰਕਾਰੀ (ਡਰਾਇੰਗ), ਕਈ ਤਰਾਂ ਦੇ ਮਾਧਿਅਮਾਂ ਨੂੰ ਮਿਲਾ ਕੇ ਰਚੀ ਜਾਣ ਵਾਲੀ ਕਲਾ (ਮਿਕਸ ਮੀਡੀਆ), ਸ਼ਿਲਪਕਾਰੀ ਅਤੇ ਹੋਰ ਮਾਧਿਅਮਾਂ ਦੀ ਮਦਦ ਨਾਲ ਸੰਜੋਈ ਤੇ ਸਥਾਪਿਤ ਕੀਤੀ ਵਿਲੱਖਣ ਕਲਾਕ੍ਰਿਤੀ (ਇੰਸਟਾਲੇਸ਼ਨ), ਅਦਾਕਾਰੀ, ਖੇਲ, ਕਰਤੱਬ, ਦਰਸ਼ਨੀ ਕਲਾਵਾਂ ਇਤਿਆਦਿ ਦੇ ਮਿਸ਼੍ਰਣ ਨਾਲ ਤਿਆਰ ਕੀਤੀ ਅਤੇ ਦਰਸ਼ਾਈ ਜਾਣ ਵਾਲੀ ਕਲਾਕ੍ਰਿਤੀ (ਪਰਫਾਰਮੈਂਸ ਆਰਟ), ਵੀਡੀਓ ਇੰਸਟਾਲੇਸ਼ਨ, ਕਲਾ ਬਾਰੇ ਸਾਹਿਤ ਅਤੇ ਹੋਰ ਸੰਬੰਧਤ ਅਨੁਸ਼ਾਸਨਾਂ ਦੇ ਅਧਿਐਨ ਅਤੇ ਖੋਜ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਅਤੇ ਪ੍ਰਚਾਰਿਤ ਕਰਦੀ ਹੈ।
ਇਹ ਮੌਜੂਦਾ ਮੂਲਵਾਸੀ/ਸਥਾਨਕ ਦਸਤਕਾਰਾਂ ਨੂੰ ਉਤਸ਼ਾਹਤ ਕਰਕੇ ਲੋਕ-ਕਲਾਵਾਂ, ਰਿਵਾਇਤੀ ਕਲਾਵਾਂ ਅਤੇ ਦਸਤਕਾਰੀ ਵਿਧੀਆਂ ਦੇ ਅਧਿਐਨ, ਪੁਨਰ-ਸੁਰਜੀਤੀ ਅਤੇ ਤਰੱਕੀ ਨੂੰ ਉਤਸ਼ਾਹਤ ਕਰਨ ਤੇ ਉਨ੍ਹਾਂ ਦੇ ਵਧਣ -ਫੁੱਲਣ ਵਿਚ ਸਹਿਯੋਗ ਦੇਣ ਲਈ ਵੀ ਵਚਨਬੱਧ ਹੈ। ਅਕਾਦਮੀ ਕਲਾਕਾਰਾਂ, ਕਲਾ ਆਲੋਚਕਾਂ, ਕਲਾ ਇਤਿਹਾਸਕਾਰਾਂ, ਕਿਊਰੇਟਰਾਂ, ਚਿੰਤਕਾਂ ਅਤੇ ਦਰਸ਼ਕਾਂ ਵਿਚਾਲੇ ਆਪਸੀ ਸੰਵਾਦ ਰਚਾਉਣ ਲਈ ਮੰਚ ਪ੍ਰਦਾਨ ਕਰਦੀ ਹੈ। ਇਹ ਕਲਾਕਾਰਾਂ ਦੀ ਸੂਚੀਬੱਧ ਫਹਰਿਸਤ (ਕੈਟਾਲਾਗ), ਕਿਤਾਬਾਂ, ਇਕੋ ਕਲਾਕਾਰ ਉਤੇ ਪ੍ਰਕਾਸ਼ਿਤ ਕੀਤੀ ਛੋਟੀ ਪੁਸਤਕ (ਮੋਨੋਗਰਾਫ਼), ਖੋਜ ਰਸਾਲਿਆਂ ਆਦਿ ਦੇ ਰੂਪ ਵਿਚ ਕਲਾ ਬਾਰੇ ਸਾਹਿਤ ਪ੍ਰਕਾਸ਼ਿਤ ਕਰਨ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਵੀ ਨਿਭਾਉਂਦੀ ਹੈ।
ਅਕਾਦਮੀ ਇਕ ਸੁਤੰਤਰ ਸੰਸਥਾ ਹੈ, ਜਿਸ ਨੂੰ ਸੂਬਾ, ਕੌਮੀ ਅਤੇ ਕੌਮਾਂਤਰੀ ਪੱਧਰ ‘ਤੇ ਪ੍ਰਦਰਸ਼ਨੀਆਂ, ਵਰਕਸ਼ਾਪਾਂ, ਸੈਮੀਨਾਰ ਅਤੇ ਇਸ ਨਾਲ ਸੰਬੰਧਤ ਹੋਰ ਸਰਗਰਮੀਆਂ ਆਯੋਜਿਤ ਕਰਨ ਬਾਰੇ ਫ਼ੈਸਲੇ ਕਰਨ ਦੀ ਪੂਰੀ ਖ਼ੁਦਮੁਖ਼ਤਿਆਰੀ ਹੈ। ਇਹ ਕਮੇਟੀਆਂ ਅਤੇ ਜੱਜਾਂ ਦਾ ਪੈਨਲ ਬਣਾ ਕੇ ਕਲਾਕਾਰਾਂ, ਕਲਾ ਇਤਿਹਾਸਕਾਰਾਂ, ਕਲਾ ਆਲੋਚਕਾਂ ਅਤੇ ਕਿਊਰੇਟਰਾਂ ਨੂੰ ਇਨਾਮਾਂ, ਸਨਮਾਨਾਂ, ਫੈਲੋਸ਼ਿਪਾਂ, ਵਜੀਫ਼ਿਆਂ ਰਾਹੀਂ ਮਾਨਤਾ ਦੇਣ ਅਤੇ ਕਲਾਕਾਰਾਂ ਤੇ ਕਲਾ ਸੰਸਥਾਵਾਂ ਨੂੰ ਗ੍ਰਾਂਟਾਂ ਦੇ ਰੂਪ ਵਿਚ ਮਾਲੀ ਸਹਾਇਤਾ ਦੇਣ ਵਾਸਤੇ ਸੁਤੰਤਰਤਾ ਨਾਲ ਫ਼ੈਸਲੇ ਕਰਦੀ ਹੈ।
ਇਹ 30 ਸਾਲ ਤੋਂ ਘੱਟ ਉਮਰ ਦੇ ਉੱਭਰਦੇ ਨੌਜਵਾਨ ਕਲਾਕਾਰਾਂ ਨੂੰ ਵਜੀਫ਼ੇ ਦੇ ਕੇ ਉਨ੍ਹਾਂ ਅੰਦਰ ਮੌਲਿਕ ਵਿਚਾਰ ਅਤੇ ਖੋਜ ਦੀ ਸੂਝ ਪੈਦਾ ਕਰਨ ਵਿਚ ਮਦਦ ਕਰਦੀ ਹੈ। ਸੰਸਥਾ ਕਲਾ ਮੁਕਾਬਲੇ ਤੇ ਪ੍ਰਦਰਸ਼ਨੀ ਦਾ ਆਯੋਜਨ ਕਰਕੇ ਕਲਾ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਉਤਸ਼ਾਹਤ ਕਰਦੀ ਹੈ ਅਤੇ ਯੋਗ ਵਿਦਿਆਰਥੀਆਂ ਦੀਆਂ ਕਲਾਕ੍ਰਿਤਾਂ ਨੂੰ ਇਨਾਮ ਦੇ ਕੇ ਨਿਵਾਜਦੀ ਹੈ। ਇਹ ਸਥਾਪਿਤ ਕਲਾਕਾਰਾਂ ਦੀ ਦੇਖ-ਰੇਖ ਵਿਚ ਵਰਕਸ਼ਾਪਾਂ ਦਾ ਆਯੋਜਨ ਕਰਕੇ ਉਭਰਦੇ ਕਲਾਕਾਰਾਂ ਨੂੰ ਅੱਗੇ ਵੱਧਣ ਦਾ ਮੌਕਾ ਦਿੰਦੀ ਹੈ।
ਅਕਾਦਮੀ ਦਰਮਿਆਨੀ ਉਮਰ ਦੇ 30 ਤੋਂ 50 ਸਾਲ ਦੇ ਕਲਾਕਾਰਾਂ ਨੂੰ ਉਨ੍ਹਾਂ ਦੇ ਆਪਣੇ-ਆਪਣੇ ਖੇਤਰ ਵਿਚ ਖੋਜ ਕਰਨ ਲਈ ਸਹਾਇਤਾ ਕਰਨ ਵਾਸਤੇ ਫੈਲੋਸ਼ਿਪ ਦੇ ਕੇ ਉਨ੍ਹਾਂ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਦੀ ਹੈ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਕੰਮ ਨੂੰ ਮਾਨਤਾ ਦਿੰਦੀ ਹੈ।
ਅਕਾਦਮੀ ਪੇਸ਼ਾਵਰ ਕਲਾਕਾਰਾਂ ਲਈ ਸਲਾਨਾ ਕਲਾ ਪ੍ਰਦਰਸ਼ਨੀ ਲਗਾਉਂਦੀ ਹੈ ਜਿਸ ਦੌਰਾਨ ਕਲਾ ਮੁਕਾਬਲੇ ਵੀ ਹੁੰਦੇ ਹਨ ਅਤੇ ਚੁਣੀਆਂ ਹੋਈਆਂ ਕਲਾਕ੍ਰਿਤਾਂ ਨੂੰ ਇਨਾਮ ਦਿੱਤੇ ਜਾਂਦੇ ਹਨ। ਖਿੱਤੇ ਦੇ ਵਡੇਰੇ ਅਤੇ ਸਥਾਪਤ ਕਲਾਕਾਰਾਂ ਨੂੰ ਇਸ ਸਲਾਨਾ ਕਲਾ ਪ੍ਰਦਰਸ਼ਨੀ ਵਿੱਚ ਆਪਣੀਆਂ ਕਲਾਕ੍ਰਿਤਾਂ ਦਾ ਪ੍ਰਦਰਸ਼ਨ ਕਰਨ ਲਈ ਮਹਿਮਾਨ ਕਲਾਕਾਰਾਂ ਵੱਜੋਂ ਸੱਦਾ ਦਿੱਤਾ ਜਾਂਦਾ ਹੈ ਤਾਂ ਕਿ ਇਹ ਸਲਾਨਾ ਪ੍ਰਦਰਸ਼ਨੀ ਹਾਲੀਆ ਅਰਸੇ ਦੌਰਾਨ ਖਿੱਤੇ ਵਿਚ ਸਿਰਜੀ ਗਈ ਕਲਾ ਦੀ ਸਹੀ ਅਰਥਾਂ ਵਿਚ ਪ੍ਰਤੀਨਿਧਤਾ ਕਰ ਸਕੇ।
ਅਕਾਦਮੀ ਆਪਣੇ ਪੁਰਾਲੇਖ ਸੰਗ੍ਰਹਿ ਵਾਸਤੇ ਕਲਾਕਾਰਾਂ ਦੀਆਂ ਵੀਡੀਉ ਫਿਲਮਾਂ, ਆਡੀਉ ਵਿਜ਼ੂਅਲ ਪੇਸ਼ਕਾਰੀਆਂ, ਕਲਾ ਵਰਕਸ਼ਾਪਾਂ ਅਤੇ ਕਲਾਕਾਰਾਂ ਨਾਲ ਮੁਲਾਕਾਤਾਂ ਦੀ ਰਿਕਾਰਡਿੰਗ ਕਰਨ ਦੇ ਨਾਲ-ਨਾਲ ਰਿਵਾਇਤੀ ਕਲਾਵਾਂ, ਲੋਕ-ਕਲਾਵਾਂ ਅਤੇ ਅਲੋਪ ਹੋ ਰਹੀਆਂ ਕਲਾ ਵੰਨਗੀਆਂ ਦਾ ਦਸਤਾਵੇਜ਼ੀਕਰਨ ਵੀ ਕਰਦੀ ਹੈ, ਜੋ ਅਕਾਦਮੀ ਦੀ ਵੈੱਬਸਾਈਟ, ਫੇਸਬੁੱਕ ਪੰਨੇ ਅਤੇ ਯੂ-ਟਿਊਬ ਰਾਹੀਂ ਸਮੁੱਚੇ ਸੰਸਾਰ ਦੇ ਕਲਾ- ਪ੍ਰੇਮੀਆਂ ਲਈ ਉਪਲਭਧ ਹੁੰਦੀਆਂ ਹਨ।
ਅਕਾਦਮੀ ਕਲਾ ਨੂੰ ਆਮ ਘਰਾਂ ਤੱਕ ਪਹੁੰਚਾਉਣ ਲਈ ਉੱਘੇ ਕਲਾਕਾਰਾਂ ਦੀਆਂ ਕਲਾਕ੍ਰਿਤਾਂ ਦੀਆਂ ਤਸਵੀਰਾਂ ਨਾਲ ਸ਼ਿੰਗਾਰੇ ਸੋਵੀਨਿਅਰ/ਯਾਦਗਾਰੀ ਸੰਗ੍ਰਹਿ ਤਿਆਰ ਕਰਦੀ ਹੈ। ਇਹ ਕੈਟਾਲਾਗਾਂ, ਕਿਤਾਬਾਂ, ਮੋਨੋਗਰਾਫ਼ਾਂ, ਮੈਗਜ਼ੀਨਾਂ, ਖੋਜ ਰਸਾਲਿਆਂ ਆਦਿ ਦੇ ਰੂਪ ਵਿਚ ਕਲਾ ਬਾਰੇ ਸਾਹਿਤ ਪ੍ਰਕਾਸ਼ਿਤ ਕਰਨ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਵੀ ਨਿਭਾਉਂਦੀ ਹੈ।
ਅਕਾਦਮੀ ਆਪਣੇ ਕਾਰ-ਵਿਹਾਰ ਰਾਹੀਂ ਕਲਾ ਨਾਲ ਜੁੜੇ ਕਲਾਕਾਰਾਂ, ਕਲਾ ਪ੍ਰੇਮੀਆਂ, ਕਲਾ ਵਿਦਿਆਰਥੀਆਂ ਜਾਂ ਵੱਖ-ਵੱਖ ਸਭਿਆਚਾਰਕ, ਸਮਾਜਿਕ, ਆਰਥਿਕ ਅਤੇ ਭੂਗੋਲਿਕ ਪਿਛੋਕੜ ਵਾਲੇ ਵਿਅਕਤੀਆਂ ਅੰਦਰ ਆਧੁਨਿਕ ਅਤੇ ਸਮਕਾਲੀ ਕਲਾ ਬਾਰੇ ਡੂੰਘੀ ਸਮਝ, ਕਲਾ ਦਾ ਆਨੰਦ ਮਾਨਣ ਦਾ ਨਜ਼ਰੀਆ ਅਤੇ ਕਲਾ ਨਾਲ ਸਾਂਝ ਵਿਕਸਤ ਕਰਨ ਦੀ ਆਸ ਰੱਖਦੀ ਹੈ।
ਅਕਾਦਮੀ ਦਾ ਮੰਤਵ ਕਲਾ ਬਾਰੇ ਸਾਹਿਤ ਮੁਹੱਈਆ ਕਰਵਾ ਕੇ ਅਤੇ ਕਲਾ ਦੀਆਂ ਬਾਰੀਕੀਆਂ ਬਾਰੇ ਜਾਣੂੰ ਕਰਵਾਉਣ ਵਾਲੀਆਂ ਵਰਕਸ਼ਾਪਾਂ, ਆਡੀਉ ਵਿਜ਼ੂਅਲ ਪੇਸ਼ਕਾਰੀਆਂ, ਪ੍ਰਦਰਸ਼ਨੀਆਂ, ਫ਼ਿਲਮ ਪ੍ਰਦਰਸ਼ਨੀਆਂ, ਅਜਾਇਬ ਘਰਾਂ ਅਤੇ ਆਰਟ ਗੈਲਰੀਆਂ ਦੀਆਂ ਯਾਤਰਾਵਾਂ ਦੇ ਆਯੋਜਨ ਰਾਹੀਂ ਅਤੇ ਸੋਸ਼ਲ ਅਤੇ ਡਿਜੀਟਲ ਮੀਡੀਆ ਰਾਹੀਂ ਪਿੰਡਾਂ, ਤਹਿਸੀਲਾਂ ਅਤੇ ਜ਼ਿਲ੍ਹਾ ਪੱਧਰ ਦੇ ਦਰਸ਼ਕਾਂ ਤੱਕ ਪਹੁੰਚ ਕਰਨਾ ਹੈ। ਅਕਾਦਮੀ ਉਮੀਦ ਕਰਦੀ ਹੈ ਕਿ ਉਹ ਸੂਬੇ ਅੰਦਰ ਹਰ ਵਰਗ ਦੇ ਵਿਅਕਤੀਆਂ- ਨੌਜਵਾਨਾਂ ਤੇ ਬਜ਼ੁਰਗਾਂ, ਸਾਧਨ-ਸੰਪੰਨ ਅਤੇ ਸਾਧਾਂਹੀਣਾਂ, ਔਰਤਾਂ ਤੇ ਮਰਦਾਂ, ਅੰਗਹੀਣਾਂ, ਪੇਂਡੂ ਤੇ ਸ਼ਹਿਰੀਆਂ, ਨਿਰਅੱਖਰ ਤੇ ਪੜ੍ਹਿਆਂ -ਲਿਖਿਆਂ ਨਾਲ ਸਾਂਝ ਪੈਦਾ ਕਰਕੇ ਉਨ੍ਹਾਂ ਅੰਦਰ ਸਭਿਆਚਾਰ ਅਤੇ ਸੂਬੇ ਦੀਆਂ ਆਉਣ ਵਾਲੀਆਂ ਪੀੜ੍ਹੀਆਂ ਦੀਆਂ ਆਸਾਂ ਉਮੰਗਾਂ ਬਾਰੇ ਜਾਗਰੂਕਤਾ ਅਤੇ ਸਮਝ ਪੈਦਾ ਕਰ ਸਕੇਗੀ। ਅਕਾਦਮੀ ਸੂਬੇ ਦੇ ਸਾਰੇ ਬਾਸ਼ਿੰਦਿਆਂ ਨੂੰ ਕਲਾ ਦੇ ਮਹੱਤਵ ਅਤੇ ਸਭਿਅਕ ਨਾਗਰਿਕ ਤਿਆਰ ਕਰਨ ਵਿਚ ਇਸ ਦੀ ਮਹੱਤਵਪੂਰਨ ਭੂਮਿਕਾ ਬਾਰੇ ਜਾਗਰੂਕ ਕਰਨ ਦੀ ਇੱਛਾ ਰੱਖਦੀ ਹੈ।
ਅਕਾਦਮੀ ਦੀ ਵਿਦੇਸ਼ਾਂ ਵਿਚ ਰਹਿੰਦੇ ਪੰਜਾਬੀਆਂ ਨਾਲ ਸਾਂਝ ਪੈਦਾ ਕਰਨ ਦੀ ਯੋਜਨਾ ਹੈ ਤਾਂ ਕਿ ਪੂਰੀ ਦੁਨੀਆਂ ਵਿਚ ਰਹਿੰਦੇ ਪੰਜਾਬੀ ਮੂਲ ਦੇ ਬਾਸ਼ਿੰਦਿਆਂ ਨਾਲ ਡੂੰਘਾ ਅਤੇ ਸਰਗਰਮ ਭੂਮਿਕਾ ਨਿਭਾਉਣ ਵਾਲਾ ਰਿਸ਼ਤਾ ਬਣਾਇਆ ਜਾ ਸਕੇ।
ਪੰਜਾਬ ਲਲਿਤ ਕਲਾ ਅਕਾਦਮੀ ਦਾ ਟੀਚਾ ਆਪਣੇ ਖਿੱਤੇ ਅੰਦਰ ਅਜਿਹੇ ਸਮਾਜ ਨਾਲ ਸਦੀਵੀ ਸਾਂਝ ਪੈਦਾ ਕਰਨਾ ਹੈ ਜੋ ਕਲਾ ਦੀ ਸਿਰਜਣਾ ਵੀ ਕਰਦਾ ਹੈ, ਕਲਾ ਨੂੰ ਮਾਣਦਾ ਵੀ ਹੈ ਅਤੇ ਜੋ ਵਿਸ਼ਵਵਿਆਪੀ ਸਮਾਜ ਵਿਚ ਵਿਚਰਦਿਆਂ ਬਦਲਦੇ ਸਮਿਆਂ ਅਤੇ ਬਦਲਦੀਆਂ ਅਕਾਂਖਿਆਵਾਂ ਦੇ ਨਾਲ-ਨਾਲ ਆਪਣੇ ਟੀਚਿਆਂ ਵਿਚ ਵੀ ਲਗਾਤਾਰ ਸੁਧਾਰ ਕਰਦਾ ਰਹਿੰਦਾ ਹੈ।
ਪੰਜਾਬ ਲਲਿਤ ਕਲਾ ਅਕਾਦਮੀ, ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਸੂਬਾ ਪੱਧਰੀ ਕਲਾ ਅਕਾਦਮੀ ਹੈ (ਜੋ ਕਿ ਪੰਜਾਬ ਕਲਾ ਪਰਿਸ਼ਦ ਦੀ ਇਕ ਸਹਿ-ਸੰਸਥਾ ਵਜੋਂ ਕਾਇਮ ਕੀਤੀ ਗਈ ਹੈ ਅਤੇ ਰਜਿਸਟਰੇਸ਼ਨ ਆਫ਼ ਸੋਸਾਇਟੀ ਐਕਟ ੧੮੬੦ ਦੀ ਧਾਰਾ ੨੧ ਤਹਿਤ ਮਿਤੀ ੧੮ ਜਨਵਰੀ ੧੯੭੮ ਨੂੰ ਰਜਿਸਟਰਡ ਕੀਤੀ ਗਈ ਹੈ) ਇਸ ਦੇ ਸੰਵਿਧਾਨ ਵਿਚ ਦਰਸਾਏ ਗਏ ਮਨੋਰਥਾਂ ਦੀ ਪੂਰਤੀ ਲਈ ਇਹ ਸੰਸਥਾ ਸਮੂਹਕ ਪਰਿਸ਼ਦ/ਸਭਾ (ਜਨਰਲ ਕਾਊਂਸਿਲ), ਕਾਰਜਕਾਰੀ/ਪ੍ਰਬੰਧਕੀ ਕਮੇਟੀ (ਇਗਜ਼ੇਕਟਿਵ ਕਮੇਟੀ) ਅਤੇ ਹੋਰਨਾਂ ਕਮੇਟੀਆਂ ਰਾਹੀਂ ਕਾਰ-ਵਿਹਾਰ ਕਰਦੀ ਹੈ।
ਜਿਵੇਂ ਦੇਸ਼ ਦੇ ਪਹਿਲੇ ਪ੍ਰਧਾਨ-ਮੰਤਰੀ ਪੰਡਿਤ ਜਵਾਹਰ ਲਾਲ ਨਹਿਰੂ ਦੀ ਦੂਰ-ਦ੍ਰਿਸ਼ਟੀ ਵਿਚੋਂ ਕਲਾ ਦੀ ਕੌਮੀ ਅਕਾਦਮੀ, ਲਲਿਤ ਕਲਾ ਅਕਾਦਮੀ, ਦਿੱਲੀ ਹੋਂਦ ਵਿਚ ਆਈ ਉਸੇ ਤਰ੍ਹਾਂ ਮਹਿੰਦਰ ਸਿੰਘ ਰੰਧਾਵਾ ਦੀ ਦੂਰ-ਦ੍ਰਿਸ਼ਟੀ ਵਿਚੋਂ ਸੂਬਾ ਪੱਧਰ ਦੀ ਕਲਾ ਅਕਾਦਮੀ, ਪੰਜਾਬ ਲਲਿਤ ਕਲਾ ਅਕਾਦਮੀ ਨੇ ਜਨਮ ਲਿਆ।
ਪੰਜਾਬ ਲਲਿਤ ਕਲਾ ਅਕਾਦਮੀ ਬ੍ਰਹਿਮੰਡੀ ਨਜ਼ਰੀਏ ਨਾਲ ਸਥਾਨਕ ਕਲਾ ਅਤੇ ਸਭਿਆਚਾਰ ਦੀ ਸੰਭਾਲ ਲਈ ਯਤਨਸ਼ੀਲ ਹੈ।
